Scottish Borders Council's (SBC) area comprises of the four historic counties of Berwickshire, Roxburghshire, Peeblesshire and Selkirkshire. A sparsely populated region, the population has risen by almost 10 per cent in the last 20 years to just over 106,000.
 
The business base is dominated by small businesses and has the highest start-up rate per head of population in Scotland.
 
An early adopter, SBC has been using the PCS portal to advertise contracts since its launch in 2008. Corporate Procurement Service at SBC – shortlisted for this year’s ‘Team of the Year Award’ at the upcoming GO Awards – actively influence over £129m of procurement spend each year. SBC uses the portal for all contracts, including Quick Quote where applicable – and hope eventually to roll out the use of Quick Quote directly to all departments. In the past 12 months, SBC has published 126 contract award notices through PCS.
 
Angela Salmons, Head of Procurement at SBC, said: “PCS is a valuable tool that supports business delivery and reduces cost and duplication of effort and paperwork – it is a positive facilitator of tendering and has been a hugely beneficial to the Council.
 
“For any public sector organisation not using PCS, I would suggest looking at the system and engaging with those who are using it successfully for support and advice.”
 
SBC works actively to engage with local businesses to stimulate fair and open competition for the supply of goods and services. Signed up to the national Suppliers’ Charter, SBC, in partnership with its Economic Development and Environment Department’s Supplier Development Programme, carries out regular supplier roadshows and engagement activities. Feedback suggests that, following participation in events, local suppliers have been able to apply training and information directly back into their businesses, with 589 contracts worth £3.9m being awarded from SBC and other public sector organisations.
 
Examples of large projects and frameworks undertaken by SBC include: Pension Fund and Investment Manager, Dementia Services, Taxi Framework and Trades Framework.
