Responses are required to all clauses within the ESPD document. However, noted below is further guidance on specific questions: -
With reference to ESPD question 4A.1;
If required by the member state, bidders are required to be enrolled in the relevant professional or trade registers within the country in which they are established.
With reference to ESPD question 4B.1;
Bidders will be required to have a minimum/average yearly turnover of 800,000 GBP for the last 3 years.
With reference to ESPD question 4B.5;
It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and minimum levels of insurance are indicated below;
Employers Liability Insurance: £5M GBP
Public Liability Insurance: £5M GBP
Contractors All Risks Insurance: £5M GBP
Failure to commit to obtaining these insurances will disqualify the bidder.
With reference to ESPD questions 4C.1 to 4C.10 inclusive;
Bidders should note that these questions will be marked in accordance with the Project Particulars and Marking Matrix bound therein.
With reference to ESPD question 4C.1;
Bidders will be required to provide two examples of works carried out in the past five years that demonstrate they have the relevant experience to deliver the work as described.
With reference to ESPD question 4C.8.1;
Bidders will be required to confirm their average annual manpower for the last three years. Bidders should provide details of the relevant trades, together with the manpower for each.
With reference to ESPD question 4C.8.2;
Bidders will be required to confirm the number of managerial staff for the last three years. Bidders should provide details of the relevant professions/ skills, together with the manpower for each.
With reference to ESPD question 4C.9;
Bidders will be required to demonstrate that they have (or have access to) the relevant tools, plant or technical equipment to deliver the types of requirements detailed within the specification contained within the attachments area of the e-tender system.
With reference to ESPD question 4C.10;
Bidders will be required to confirm whether they intend to subcontract and, if so, for what trade elements of the contract.
With reference to ESPD question 4D.1
Quality Management Procedures; sub-clause 1. The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO 9001 (or equivalent),
Comply with the requirements detailed in sub-clause 2 of Clause 4D.1 of the Statements in Relation to the ESPD (Scotland) Questions Version 1.9.
With reference to ESPD question 4D.1
Health and Safety Procedures; sub-clause 3. The bidder must hold a UKAS (or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001 (or equivalent) or have, within the last 12 months, successfully met the assessment requirements of a construction-related scheme in registered membership of the Safety Schemes in Procurement (SSIP) forum.
Comply with the requirements detailed in sub-clause 4 of Clause 4D.1 of the Statements in Relation to the ESPD (Scotland) Questions Version 1.9.

The Community Benefits proposals provided by suppliers will not form part of the contract award criteria and will not be evaluated when determining the winning tender, but will require to be delivered as part of the contract (see Appendix A in Additional Documentation).
